DE LAY was born in 1915 in Luxembourg-city (9 Scheffer-Gasse). His father Ferdinand Louis DE LAY was a Kaufmann/Unternehmer.
In 1938 DE LAY qualified as architect in the Ecole supérieure d’architecture Saint Luc, in Liège.
Around 1948 he set up an office in 13 Côte d’Eich, but left Luxembourg for Elisabethville in the Belgian Congo in 1952 to take up the position of Architecte Principal adjoint de l’Etat. In 1956 he designed and supervised the construction of the “Hôpital européen” in Elisabethville.
He returned to Luxembourg in the 1960s and set up his architect office in 72 avenue du Bois and later (1980) in 65 avenue du Bois.
It is not known when and where he died.
