VON ZIEGLER was born in Luxembourg-Eich in 1846 as Peter Christian Viktor ZIEGLER VON ZIEGLECK AUF RHEINGRUB. He was as one of the 13 children of Christian Jakob ZIEGLER VON ZIEGLECK AUF RHEINGRUB (1795 – 1872), géomètre in Luxembourg.Victor VON ZIEGLER studied at the Ecole industrielle in Luxembourg-city and became an engineer.

In the year 1867, when he took on Luxembourg nationality, his occupation was directeur-gérant de la société de Kayl pour l’exploitation de minerai de fer. He resided in Kayl.

In 1869, he made an enquiry about filing a patent application with the Luxembourg administration. He then used the name of Victor Z. DE ZIEGLECK. He referred to his invention as “nouvel instrument de précision (niveau à bulle d’air à poids régulateur)“. He did not, however, file the appropriate documentation for obtaining a patent.

VON ZIEGLER later became a Professor at the Handwerkerschule in Luxembourg. He was also associated with the Cabinet technique Alphonse MÜNCHEN, the only technically qualified patent agent at the time.

He was an active member of the “Fauna Verein Luxemburger Naturfreunde”.
VON ZIEGLER died in Luxembourg-city in 1916, in his home in the avenue de la Faïencerie and is buried in Rollingergrund. He was “ehelos” (unmarried).
